Financing EPJA in Latin America, a key to development and social inclusion

Adequate financing of Youth and Adult Education (Y&AE) is crucial not only for economic, social or political reasons, but also because of its intrinsic relevance to the human being. Lifelong learning is a fundamental human right that contributes to personal and community development. For this reason, the States have signed various commitments to finance Y&AE. However, there are difficulties in accessing information on their efforts, the main source being UNESCO's GRALE survey. This article analyses the situation of Y&AE financing in Latin America and the Caribbean, showing the limitations for the construction of complete information: only 6 countries in the region offer complete data on the financial effort allocated to Y&AE, while 10 present data on income equity in access to education. This article carries out an analysis of data from the Latin American Campaign for the Right to Education's (CLADE) Y&AE financing monitoring system, showing a great variation among the efforts done in the region. It concludes that there is a great disparity of situations, not only in terms of the resources allocated to Y&AE, but also in terms of the mechanisms for reporting on this effort. It is necessary to improve the quality of data in order to be able to evaluate concrete actions in the area of AYE.
